The source of the water can decide whether a policy responds
Standard homeowner policies exclude flood, which is insured separately, so whether water arrived from a failed fixture or from outside is a coverage question before it is a technical one. LFUCG floodplain management holds the parcel record. On karst ground, groundwater can also enter from a source that is not obviously connected to the property at all.

Citywide records cannot establish your parcel's flood status, your policy's terms, or how far moisture has travelled inside the structure. Confirm the zone with LFUCG, coverage with your insurer, and extent with moisture readings rather than appearance.
